Der Verkehrsverbund Rhein-Ruhr (VRR) ist ein Verkehrsverbund und SPNV-Aufgabenträger in Nordrhein-Westfalen. Sein Gebiet umfasst den Großteil des Ruhrgebiets, den Niederrhein, Teile des Bergischen Landes sowie die nordrhein-westfälische Landeshauptstadt Düsseldorf. Der VRR grenzt im Norden und Osten an den Westfalentarif (WT), im Süden an den Verkehrsverbund Rhein-Sieg (VRS) und den Aachener Verkehrsverbund (AVV) und im Westen an die Niederlande. Związek Komunikacyjny Renu-Ruhry) – związek komunikacyjny założony 1 stycznia 1980 r. jako spółka z o.o. przez 5 powiatów i 19 miast na prawach powiatu oraz komunalnych przedsiębiorstw komunikacyjnych w Zagłębiu Ruhry i okolic Düsseldorfu oraz przez koleje RFN, czyli Deutsche Bundesbahn. Powstał jeden z największych na świecie związków komunikacyjnych i największy w Europie. W 1996 r., w wyniku reformy kolei, rozszerzono kompetencje VRR o organizację regionalnych przewozów kolejowych na „obszarze współpracy” (Kooperationsraum) nr 1 (Ren-Ruhra) poprzez założenie związku VRR-Zweckverband, który zajmuje się planowaniem i organizacją podmiejskich i regionalnych przewozów kolejowych. Związek zamawia usługi przewozowe pociągami Regional-Express, Regionalbahn i S-Bahn u przewoźników kolejowych i kontroluje ich wykonanie. Związek zajmuje się również finansowaniem publicznego transportu zbiorowego w miastach i powiatach. Spółka VRR GmbH koordynuje natomiast komunikację na drogach – poprzez organizację i koordynację usług przewozowych pod względem jakości i serwisu. Zajmuje się też rozbudową sieci kolei miejskiej (Stadtbahn), systemem taryfowym oraz sprzedaje bilety i wykonuje pracę marketingową, promując transport publiczny.
