In the Kingdom of England, the title of Secretary of State came into being near the end of the reign of Queen Elizabeth I (1558–1603), the usual title before that having been King's Clerk, King's Secretary, or Principal Secretary. From the time of Henry VIII, there were usually two secretaries of state. After the restoration of the monarchy of 1660, the two posts were specifically designated as the Secretary of State for the Northern Department and the Secretary of State for the Southern Department. Both dealt with home affairs and they divided foreign affairs between them.

I kungariket England kom titeln Secretary of State i kontinuerligt bruk under drottning Elisabet I. Innan dess hade motsvarande titlar King's Clerk, King's Secretary, eller Principal Secretary varit vanligare förekommande. Alltsedan Henrik VIII:s regeringstid hade det alltid funnits två sekreterare som fyllde denna funktion. Efter att man återupprättat klosterväsendet 1660 delade man upp ansvarsområdena i tydliga delar: Secretary of State for the Northern Department och Secretary of State for the Southern Department.

Antes de la Guerra Civil Inglesa, había normalmente dos secretarios, los cuales, después de la Restauración de 1660, pasaban en 1689 a especificarse como el Secretary of State for the Northern Department y el Secretary of State for the Southern Department, con funciones compartidas para los asuntos internos del reino y funciones más específicas en materia de asuntos exteriores. En términos generales, el Secretary of State for the Northern Department se encargaba de las relaciones con los estados protestantes del norte de Europa, mientras el Secretary of State for the Southern Department era el responsable de relaciones con los estados católicos e islámicos.
