Il est membre du Front de la Concorde. Il occupe du 20 mai au 8 juin 2006, le poste de ministre de la Défense par intérim. Le 23 mars 2007, il est victime d'un double attentat à la voiture piégée qui a lieu près de son domicile. Dans cet attentat 4 personnes ont été tués dont , conseiller du premier ministre Nouri al-Maliki pour le sud de l'Irak et 10 autres ont été blessés dont Salam al-Zobaïe qui a aussitôt été transféré dans un hôpital américain de la zone verte où il est opéré. Transféré dans un hôpital d'Amman en Jordanie pour suivre un traitement, il en sort le 3 avril.

He is from a well known tribe, the Zoba'a, and heads the Agriculture Engineers Union. On March 23, 2007, Zaubai was wounded in an attack involving a suicide bombing and car bombing at a mosque near his home in Baghdad, and he was taken to a U.S. military hospital in the Green Zone for surgery. His adviser was reportedly killed in the attack, along with a number of his guards. A brother and cousin of Zaubai, as well as the mosque's imam, were also said to have been killed. The bomber attacked al-Zubaie a day after an al-Qaida umbrella group, the Islamic State of Iraq called him a stooge “to the crusader occupiers.” Hours after the assassination attempt the group claimed responsibility for the bombing. On March 28, he was moved to Amman, Jordan for treatment at the King Hussein Medical Center, and he was released from the hospital on April 3.
