Die Geschichte des Regiments geht zurück bis in die Regierungszeit von König Georg III.1793 expandierte die britische Armee, um ihre Aufgaben im Krieg gegen die Erste Französische Republik erfüllen zu können. Als Teil dieser Expansion wurden zwei neue Infanterieregimenter, das 83. und das 86., ausgehoben. Zur gleichen Zeit wurden auch die Grafschaftsregimenter von Antrim, Down und Louth gegründet. 1881 wurden im Zuge der Childers-Reformen das 83. und 86. zu einem Regiment zusammengelegt, genannt die Royal Irish Rifles. Es war eines von acht Regimentern, die in Irland rekrutierten, und war das Grafschaftregiment von Antrim, Down und von Louth, mit seinem Garnisonsdepot in Belfast. Militärisch gesehen wurden die Regimenter Irlands als separates Kommando unter dem Befehl des Vereinigten Königreichs mit seinem Hauptkommando bei Parkgate (Phoenix Park) Dublin geführt.
