The term municipalization largely refers to the transfer of ownership of utilities from Investor Owned Utilities (IOUs) to public ownership, and operation, by local government whether that be at the city, county or state level. While this is most often applied to electricity it can also refer to solar energy, water, sewer, trash, natural gas or other services.

La municipalització és el conjunt de disposicions i operacions mitjançant les quals el municipi, en forma variada, passa a ser gestor de serveis (municipalització de serveis públics, la forma més habitual d'entendre el terme), béns o propietats. Aquesta transferència és des de serveis, bens o propietats de:

Komunalizacja mienia państwowego najczęściej odbywała się przy utworzeniu samorządu gminnego, w celu wyposażenia gmin w niezbędny do funkcjonowania majątek. Komunalizacja akcji/udziałów jest szczególnie uzasadniona w przypadku spółek z udziałem Skarbu Państwa prowadzących działalność w zakresie, który ściśle łączy się z wypełnianiem zadań własnych jednostek samorządu terytorialnego, a zmiany właścicielskie mogą przyczyniać się do bardziej efektywnego zarządzania i lepszego zaspokajania potrzeb lokalnych społeczności.
