Der Loyale Senat (Leal Senado) war die offizielle Bezeichnung des Stadtrats von Macau, in dem chinesische und portugiesische Einwohner vertreten waren. Er wurde 1583 gegründet und mit der Rückgabe Macaus an China im Jahr 1999 aufgelöst. Der Senat erhielt den Beinamen loyal, da er sich weigerte, das Königreich Spanien, mit dem Portugal von 1580 bis 1640 in einer Personalunion verbunden war, als neue Führungsmacht anzuerkennen. Aus diesem Grund wehte während dieser Zeit nicht die spanische, sondern weiter die portugiesische Flagge über Macau.

Municipal Council of Macau, officially known as the Leal Senado (Portuguese for Loyal Senate), was the local government structure in Macau (similar to city councils) during Portuguese colonial rule. The title Leal Senado was bestowed on Macau's government in 1810 by Portugal's Prince Regent João, who later became King John VI of Portugal. This was a reward for Macau's loyalty to Portugal during the Philippine Dynasty, between 1580 and 1640.

Following the handover in 1999, the Council was replaced by a Provisional Municipal Council and finally replaced by the Institute for Civic and Municipal Affairs of the Macau (Instituto para os Assuntos Cívicos e Municipais). Like its Municipal Council predecessors, the Institute meets at the Leal Senado Building.

Foi criado em 1583 e extinto logo após a transferência de soberania de Macau para a República Popular da China, em 1999. Até à sua extinção, era o órgão executivo municipal do Concelho de Macau (que abrange toda a Península de Macau), um dos dois municípios do Território de Macau. A designação "Leal Senado" deriva do nome oficial de Macau durante o período da administração portuguesa ("Cidade do Santo Nome de Deus de Macau, Não Há Outra Mais Leal"), concedido pelo rei português D. João IV, em 1654, como recompensa à lealdade da população da cidade a Portugal, durante a ocupação filipina. Macau foi o único ponto de todos os territórios portugueses, metropolitanos e ultramarinos que nunca içou a bandeira espanhola. Mas, o título Leal Senado só foi oficialmente atribuído pelo Rei português D. João VI a esta câmara municipal no ano de 1810, como recompensa à vitória em 1809 na Batalha da Boca do Tigre contra os piratas chineses de Cam Pau Sai (ou Quan Apon Chay).
