Avant d'obtenir une pairie, il était membre du Parlement pour la circonscription de Bassetlaw des élections générales de 2001 jusqu'au 28 octobre 2019. John Mann a fait partie du (en). Il avait auparavant été le secrétaire privé parlementaire (SPP) de Tessa Jowell et Richard Caborn. John Mann est également un militant de premier plan contre l'antisémitisme. Le 7 septembre 2019, il annonce qu'il ne se présenterait pas en tant que député aux prochaines élections générales et occuperait plutôt à plein temps son rôle de conseiller indépendant du gouvernement sur l'antisémitisme, au ministère du Logement, des Collectivités et des Gouvernements locaux, auquel il avait été nommé le 23 juillet 2019. Le 9 septembre 2019, John Mann est nommé pair à vie et membre de la Chambre des lords par l'ancienne Première ministre Theresa May dans sa liste d'honneurs de démission. Il a démissionné de son siège à la Chambre des communes le 28 octobre. Il ne sera pas affilié à un parti politique à la Chambre des Lords tout en maintenant son appartenance au Parti travailliste.

Prior to being granted a peerage, he was the Labour Party Member of Parliament (MP) for Bassetlaw from the 2001 general election until 28 October 2019. Mann has served on the Treasury Select Committee. He had previously been the Parliamentary Private Secretary (PPS) to Tessa Jowell and Richard Caborn. Mann is also a prominent campaigner against antisemitism. On 7 September 2019, he announced that he would not stand as an MP at the next general election and would instead take up full-time role his role as the UK Government's independent adviser on antisemitism in the United Kingdom, at the Ministry of Housing, Communities and Local Government, which he had been appointed to on 23 July 2019. On 9 September 2019, Mann was nominated to become a life peer and a member of the House of Lords by former Prime Minister Theresa May in her resignation honours list. He resigned his Commons seat on 28 October. He will not be affiliated to a political party in the House of Lords although he will maintain his membership of the Labour Party.
