Es wurde am 7. August 1925 verabschiedet. Das Gesetz wurde als Reaktion auf das Geschäftsgebaren des liberalen Premierministers David Lloyd George eingebracht, der sich jahrelang mit dem umstrittenen massiven Verkauf von Adelswürden an reiche Interessenten einen umfangreichen persönlichen Wahlkampffonds aufgebaut hatte.

The act was passed by the Parliament in the wake of David Lloyd George's 1922 cash-for-honours scandal. In 2006 a number of people connected to the Labour Party government of Tony Blair was interviewed voluntarily at Downing Street in connection with alleged offences under the 1925 Act.
