Sir Francis Holburne (1704 – 15. července 1771) byl britský admirál. U námořnictva sloužil od dětství, později byl účastníkem válek v koloniích. Jeho kariéra u královského námořnictva a později v parlamentu byla prostoupena protekcí a korupcí. Admiral Sir Francis Holburne (1704 – 15 July 1771) was a Royal Navy officer and politician. He served as commodore and commander-in-chief at the Leeward Islands during the War of the Austrian Succession and then took part in an operation to capture Louisbourg as part of the Louisbourg Expedition during the Seven Years' War. He went on to be Port Admiral at Portsmouth and then Senior Naval Lord. In retirement he became Governor of Greenwich Hospital. He also served as a Member of Parliament.

Il arrive en vue de Louisbourg le 17 août, mais il est en infériorité numérique. Dans la nuit du 24 septembre son escadre subis une violente tempête qui endommage plusieurs de ses navires ; il retourne donc à Halifax. Plusieurs années plus tard, il est élu membre du Parlement pour la circonscription de , puis de Plymouth.
