Depuis l'adoption de la FSIA en 1976, de nombreux problèmes juridiques ont surgi en raison des multiples interprétations de la loi, ce qui a conduit à la formation d'un groupe de travail de l'American Bar Association qui cherche à réformer la FSIA.
