The Canadian journalist Peter Edwards and the Mexican journalist Luis Horacio Nájera wrote that the Wolfpack Alliance were "...a loosely allied and multi-ethnic group of mostly Millennial-aged gangsters who operated across the country". The police described the Wolfpack as not a single group, but rather a consortium that united several organized crime groups together.
