Dos anys després de l'escissió de Paul Humphreys, Martin Cooper i Malcolm Holmes, Andrew McCluskey reaparegué amb la col·laboració dels músics Stuart Kershaw i Lloyd Massett per publicar un nou disc amb el nom d'OMD. It was the group's first studio album since 1986's The Pacific Age, and the first of three recorded without co-founder Paul Humphreys, who had departed in 1989. Featuring singer Andy McCluskey with a new backing band, it leans towards the dance-pop style that was becoming increasingly popular within mainstream music at the time. Sugar Tax is the only album in the OMD catalogue not to feature the songwriting contribution of Paul Humphreys.

El disc inclou, a més, una versió del tema "Neon lights", de Kraftwerk, possiblement la principal influència de McCluskey i Humphreys quan començaren a compondre música junts.

On peur noter aussi la reprise du titre Neon Lights du groupe électronique allemand Kraftwerk dont McCluskey est très fan. L'uscita dell'album viene preceduta dalla pubblicazione del fortunato singolo Sailing on the Seven Seas, brano di apertura di Sugar Tax, e successivamente da Pandora's Box, canzone sulla vita dell'attrice americana Louise Brooks. Due ulteriori brani Then You Turn Away e Call My Name furono pubblicati come singoli, ma con meno successo. Il brano Apollo XI campiona registrazioni audio risalenti all'omonima missione di allunaggio della NASA, compresa la celeberrima dichiarazione di Neil Armstrong quando mise piede sulla luna. Un brano intotolato Sugartax fu scritto ed inciso all'epoca del resto dell'album ma poi fu pubblicato soltanto come brano bonus nel singolo di Sailing on the Seven Seas.
