Il est dirigé par le social-démocrate Massimo D'Alema, démissionnaire volontairement, et repose sur une coalition entre plusieurs partis de centre gauche. Il succède au gouvernement D'Alema I et cède le pouvoir à Giuliano Amato et à son second gouvernement après le renoncement de Massimo D'Alema à la présidence du Conseil.

The second D'Alema government was the government of Italy from 22 December 1999 to 26 April 2000. Following the exit from the majority of the United Christian Democrats led by Rocco Buttiglione and of the Union for the Republic led by Francesco Cossiga, and in order to allow The Democrats to join the government, Massimo D'Alema resigned and formed a new government. The Italian Democratic Socialists, instead, did not participate to the formation of the government and they decided to abstain in the vote of confidence to the new government.

Il governo rimase in carica dal 22 dicembre 1999 al 26 aprile 2000, per un totale di 126 giorni, ovvero 4 mesi e 4 giorni. Ottenne la fiducia al Senato della Repubblica il 22 dicembre 1999 con 177 voti favorevoli, 100 contrari e 4 astenuti. Drugi rząd Massima D’Alemy – rząd Republiki Włoskiej funkcjonujący od 22 grudnia 1999 do 25 kwietnia 2000. Gabinet został ukonstytuowany po kolejnym kryzysie parlamentarnym w wielopartyjnej koalicji, który doprowadził do dymisji poprzedniego rządu tego premiera w związku z wycofaniem swojego poparcia przez Włoskich Demokratycznych Socjalistów (SDI). Ostatecznie Massimo D’Alema sformował ponownie Radę Ministrów, opartą głównie o ugrupowania tworzące Drzewo Oliwne, uzyskując wotum zaufania w Izbie Deputowanych i Senacie XIII kadencji.

The Italian Democratic Socialists, instead, did not participate to the formation of the government and they decided to abstain in the vote of confidence to the new government. The government stood in office for only 4 months: after the heavy defeat of The Olive Tree at the 2000 regional elections, D'Alema resigned for an "act of political sensitivity". The task of forming a new government was entrusted to Giuliano Amato, already minister in the two D'Alema cabinets.

Najwięcej ministrów rekomendowały takie partie, jak Demokraci Lewicy (DS), Włoska Partia Ludowa (PPI), Demokraci (Dem.). Swoich przedstawicieli do rządu wprowadziły też Partia Komunistów Włoskich (PdCI), Popolari-UDEUR, Federacja Zielonych (Verdi) i Odnowienie Włoskie (RI). Rząd ten funkcjonował zaledwie przez cztery miesiące, kiedy to doszło do ponownej rekonstrukcji w ramach dotychczasowej koalicji w związku z powrotem SDI do jej składu.
