Born in Tampa, Florida. Starks attended at the University of South Florida, where he earned his bachelor's degree. He had studied about business administration. In 1986, Starks won the election for the 118th district of the Florida House of Representatives. He succeeded Dexter Lehtinen. In 1988, Starks was succeeded by Tom Easterly for the 118th district.
