The Taliban restored their government after their second capture of Kabul on 15 August 2021, and they are currently the de facto rulers of Afghanistan, but their government has not been officially recognized by any country. Soon after the Taliban takeover in August 2021, former first vice president Amrullah Saleh declared himself the caretaker president of Afghanistan and announced the resistance against the Taliban. However, former president Ashraf Ghani did not make any serious attempts to form a government in exile, leaving the Taliban-ruled Islamic Emirate of Afghanistan as the de facto government of Afghanistan. Several countries, including Canada, Tajikistan and Kazakhstan, designate the Taliban as a terrorist organization.
