Das Amt wird in Österreich seit Jahrzehnten, ähnlich wie das des Bundespräsidenten, als Institution der Identitätstiftung verstanden. In der Ersten Republik war das Amt hingegen Teil des Machtkampfes der großen politischen Lager.
