In an attempt to create debate and more reflection about the inherent characteristics of air power, in 1995 Dr Meiling wrote Ten Propositions on Airpower, a small and influential booklet advocating what he considers to be the air power equivalent of Principles of War. Among his many articles is:"Winged Defence: Answering the Critics of Airpower." Air Power Review Vol. 5 No. 4 (Winter 2002), pp. 41–64.
