Michael S. Barr (born 1965/1966) is an American legal scholar serving as the second Vice Chair of the Federal Reserve for Supervision since 2022. Barr previously served as assistant secretary of the treasury for financial institutions under President Barack Obama from 2009 to 2011. Outside of government, Barr served as the Dean of Public Policy and Professor of Public Policy at the University of Michigan's Gerald R.
