He earned the nickname "The Butcher" for his alleged involvement in numerous human rights violations. On September 17, 2018, Palparan was found guilty of kidnapping and serious illegal detention over the enforced disappearance of Sherlyn Cadapan and Karen Empeño in 2006, and was sentenced to 40 years imprisonment.
