James E. Baker (born March 25, 1960) is an American attorney, judge, and academic. He is the former Chief Judge of the United States Court of Appeals for the Armed Forces. He was appointed to the Court on September 19, 2000, by President Bill Clinton, and became its Chief Judge upon the expiration of Andrew S. Effron's term on September 30, 2011. He is currently a professor of Law and Public Administration at Syracuse University and Director of the Institute for Security Policy and Law.
