rdf:langString International Refugee Assistance Project v. Trump, 857 F. 3d 554 (4th Cir. 2017), was a 2017 decision of the United States Court of Appeals for the Fourth Circuit, sitting en banc, upholding an injunction against enforcement of Executive Order 13780, titled "Protecting the Nation from Foreign Terrorist Entry into the United States", an executive order signed by US President Donald Trump on March 6, 2017. The order places limits on travel to the U.S. from certain countries, and by all refugees who do not possess either a visa or valid travel documents. It revoked and replaced the President's January Executive Order 13769, which courts had also found illegal. The case was brought by six individuals and three organizations that serve or represent Muslim clients or members, including the International Refugee Assistance Project, represented by lawyers from the National Immigration Law Center and the American Civil Liberties Union. The Supreme Court of the United States, in an unsigned per curiam decision, stayed most of the Fourth Circuit's judgment, agreed to review the case, and scheduled oral arguments for October. On September 24, 2017, the President signed a new Proclamation replacing and expanding his March Executive Order. In response, the Supreme Court canceled its hearing, then granted the government's request to declare the case moot and vacate the Fourth Circuit's judgment. Federal district courts in Maryland and Hawaii issued injunctions blocking enforcement of the September Proclamation, which were then affirmed by the United States Court of Appeals for the Ninth Circuit and the en banc Fourth Circuit. On December 4, 2017, the Supreme Court blocked all the lower court decisions and allowed the September Proclamation take effect while the Supreme Court considers the matter.
