The edit is probably saying that there are a minority of black people in the country, but since they constitute a majority of prisoners, they are a hefty majority percentage. This may be unclear to a non-American reader. Suggest dropping this sentence as redundant. Perhaps modify the prior sentence

On average, the correctional population has declined by 1.0% since 2007; while this continued to stay true in 2014 the number of incarcerated adults slightly increased in 2014. This policy failed to rehabilitate prisoners and many were worse on release than before incarceration. Rehabilitation programs for offenders can be more cost effective than prison.
