An der Johns Hopkins University studierte er deutsche Literatur und erwarb 1940 den Doktorgrad mit einer Arbeit über den Primitivismus in der deutschen Lyrik des 16. Jahrhunderts. Während des Zweiten Weltkrieges war Weisgall Aide-de-camp bei General Patton und Assistent des Militärattachés in London, nach dem Krieg Kulturattaché in Prag. Er wirkte in dieser Zeit auch als Dirigent und komponierte unter dem Eindruck des Krieges und der deutschen Konzentrationslager Werke wie die Soldier Songs, The Dying Airmen und Futility (nach einem Gedicht von Wilfred Owen). Nach seiner Rückkehr in die USA war Weisgall von 1949 bis 1951 Direktor des Baltimore Institute of Musical Arts, gründete und leitete die Chamber Society of Baltimore und die Hilltop Opera Company und unterrichtete von 1951 bis 1957 an der Johns Hopkins University. Von 1952 bis 1994 leitete er das Cantors Institute und das Seminary College of Jewish Music des Jewish Theological Seminary. Weisgall came from a family of several generations of cantors, and maintained a lifelong interest in both sacred and secular Jewish music. In 1992 he was commissioned by the Friends of the Library of the Jewish Theological Seminary to write a song cycle, Psalm of the Distant Dove, commemorating the 500th anniversary of the expulsion of the Jews from Spain. Other major works include his most ambitious opera, Athaliah (libretto: Richard Frank Goldman, after Jean Racine), and his often-performed Six Characters in Search of an Author (libretto: Denis Johnston, after Luigi Pirandello).
