Bates was subsequently re-elected six times. Bates was born in Salem, Massachusetts, the son of Annie (Burns) and Thomas F. Bates. His first immigrant ancestor was Increase Bates who migrated from Buckinghamshire, England and settled in Salem, Massachusetts in 1629.
