El Gagasan Rakyat (malayo para: Concepto Popular, aunque también puede traducirse como Poder Popular) fue una coalición electoral malaya que existió entre 1990 y 1996. Estaba compuesta por el Partido de Acción Democrática (DAP), el Partido Unido de Sabah (PBS), el Partido Popular de Malasia (PRM), (IPF) y el (MSP). Durante su existencia, mantuvo tratos con la otra principal coalición opositora, el Movimiento de Unidad Musulmana, pero no adhirieron una alianza formalmente debido a su característica islamista. El 25 de enero de 1996, DAP se retiró de la coalición, haciéndola disolverse casi al instante.

The now defunct political coalition was founded by Tengku Razaleigh Hamzah's formation of Parti Melayu Semangat 46 (S46 or Semangat 46) after leaving United Malays National Organisation (UMNO) that was declared illegal. On 25 January 1995, Parti Tindakan Demokratik withdrew from the coalition. Both the Gagasan Rakyat and Angkatan Perpaduan Ummah opposition coalitions under the leadership of Razaleigh were defeated in the 1990 and 1995 general elections, and were subsequently dissolved in 1996 after Razaleigh decided to disband Semangat 46 to rejoin the UMNO.
