Januar 2009 vom Präsidenten der Autonomen Provinz Bougainville, James Tanis, zum Vizepräsidenten ernannt. Massat ist in der Regierung Tanis auch für das Justizressort zuständig. Er war bereits in der Regierung des ersten Präsidenten der Autonomen Region Bougainville Joseph Kabui Polizeiminister. James Tanis kam mit der Ernennung Massats, der Abgeordneter des Wahlkreises Tonsu auf der Insel Buka ist, Forderungen aus Mittel- und Nordbougainville nach mehr Mitsprache für ihre Regionen in der Autonomen Regierung von Bougainville nach. Massat löste den bisherigen Vizepräsidenten John Tabinaman ab, der nach dem Tode von Joseph Kabui im Juni 2008 auch das Amt des Präsidenten ausgeübte hatte.

Massat was sworn in as vice president in a ceremony at the Bougainville House of Representatives on the afternoon of January 19, 2009, by senior magistrate . He assumed the vice presidency on the same day as his appointment by Tanis. Massat succeeded John Tabinaman, the former vice president and who had served as the acting president of Bougainville following the death of Joseph Kabui in June 2008. Massat will also be responsible for justice and law within the Tanis government. On 2 October 2020 Massat was appointed Attorney General and Minister of Justice and Post-Referendum Dialogue in the cabinet of Ishmael Toroama.
