Emmanuel Otiam Otala is a Ugandan physician and politician. He served as the State Minister for Labor in the Ugandan Cabinet from February 2009 until May 2011. Before that, he served as the State Minister of Health for Primary Care from June 2006 until February 2009. In the cabinet reshuffle of 27 May 2011, he was dropped and replaced by Mwesigwa Rukutana. He also served as the elected Member of Parliament (MP) for West Budama South Constituency, Tororo District, from 2006 until 2011.
