El Hadjar Complex (Arabic: مركب الحجار) is a large steel plant, located in northern Algeria, on the boundary between historical provinces of Annaba and El Taref Province. Current name of the plant is ArcelorMittal Annaba, and its previous names were El Hadjar Iron and Steel Complex, Sider Algeria s.p.a, El Hadjar Iron and Steel Complex is located near the city of El Hadjar. Construction of the plant was carried out with cooperation with Soviet experts. Some 50,000 workers took part in the project. First unit of the plant was opened in 1969.

Fleuron de l'industrie sidérurgique algérienne des années 1970, ce complexe a contribué à l'essor du potentiel industriel algérien à l'échelle de la wilaya d'Annaba mais également du pays. يعد مركب الحجار للحديد والصلب أكبر إنجاز اقتصادي حققته الجزائر. ويتربّع “العملاق” على مساحة إجمالية تقدر بـ800 هكتار في إقليم بلدية سيدي عمار بولاية عنابة، بطاقة إنتاج نظرية تبلغ مليوني طن من الفولاذ السائل، ووصل عدد عماله سنة 1982 إلى 27 ألف عامل، ليتقلّص العدد إلى حوالي 5000 عامل حاليا بسبب العديد من الظروف والتغييرات. لعل أهم المحطات التي تأثر بها “عملاق” الصناعة الوطنية، ما وقع خلال الفترة الممتدة بين 1997 و2000 عندما اختار 7 آلاف عامل الذهاب الطوعي، فقد ارتفعت ديون المركب لتبلغ 60 مليار دينار مع نهاية سنة 2000؛ الأمر الذي دفع الحكومة الجزائرية إلى التوقيع في 18 أكتوبر 2001 على اتفاق الشراكة مع الأجانب كخيار أمثل لإنقاذ مركب الحجّار من الغلق، وحماية مصدر قوت أكثر من 10 آلاف عامل آنذاك.

The decision to build a modern, brand new plant, located in an agricultural area of El Hadjar was taken by Houari Boumediene 1964. The construction was initiated in 1967, and it brought far-reaching changes to the social structure of the region. Thousands of migrants, mostly from eastern Algeria, came to work and live in newly built flats. Construction of the plant was carried out with cooperation with Soviet experts. Some 50,000 workers took part in the project. First unit of the plant was opened in 1969.
