Eduardo Mendoza Goiticoa (9 June 1917 – 25 August 2009) was a Venezuelan scientific researcher and agricultural engineer. He served the government of Rómulo Betancourt, becoming the youngest cabinet minister in Venezuelan history at the age of 28. En el año de 1945 la Junta Revolucionaria de Gobierno, presidida por Rómulo Betancourt, lo nombró Ministro de Agricultura y Cría. Fue el Ministro más joven de la historia de Venezuela, con apenas 28 años de edad, y el primer profesional de ingeniería agronómica que tuvo el Despacho. Betancourt decidió ampliar la cartera del Ministerio para abarcar todos los temas migratorios. Mendoza estuvo casado con Hilda Coburn Velutini († 2006), con quien tuvo dos hijas: Antonieta (Antonieta Mendoza de López) e Hilda (Hilda Mendoza de Denham).
