Civilis is all that is known of the name of a vicarius of Roman Britain around AD 368. According to the Res Gestae by Ammianus Marcellinus, he was installed as deputy prefect by Emperor Valentinian I during the Great Conspiracy. General Dulcitius was brought to Britannia to take command of the troops stationed there at the same time under Count Theodosius' reforms.

Under Civilis' rule the last of the earlier invaders were temporarily driven out in AD 369, possibly using troops under his own personal command, and a programme of civil restoration begun. The latter was probably Civilis' main responsibility.
